The term Planning & Construction Manager is typically adopted for LOCAL public sector projects, whereby our Project Managers are required to partake in early planning and phasing, and be involved with prospective tenderers on Early Contractor Involvement (ECI).

The key functions and role of a PCM is TO take the lead to develop, update the Project Schedule and thereafter, review, monitor and track the Contractor’s Master Programme submissions, updates, and progress to ensure that the project complies in every aspect with the Employer’s Requirements. The PCM shall work closely with the cost consultant to review and monitor the design and construction of the project to be within the approved project cost, and participate in value engineering workshops as and when required by the Employer to identify cost efficient and effective practices and approaches to eliminate waste and optimize value.

The PCM shall facilitate technical discussions and review during Design Development stage so as to ensure that the design takes into consideration the timeline for construction works methodologies, technologies available, buildability, phasing of works and contracts packaging, etc. During construction, the PCM shall also lead in site management and coordination efforts between the Contractor, project and stakeholder parties up until completion, defects liability and final handing over.
