Resorts World Sentosa

Two mega attractions (Southeast Asia’s first and only Universal Studios Theme Park and the Marine Life Park, which comprises the S.E.A. Aquarium and Adventure Cove Waterpark), Maritime Experiential Museum (MEMA), an award-winning luxury spa, Singapore’s first casino, six unique hotels, RWS World Convention Centre, celebrity chef restaurants and specialty retail outlets – all spread across two major work zones, spanning 49ha and completed in 5 years. The Resorts World Sentosa (RWS) project is a master testament of DPC’s competence in project management.

As the Project Lead Consultant, we were responsible for managing the overall process from Design Coordination through to Construction Management. Our practice of adopting fresh approaches to management ensured the successful and timely procurement management for more than 100 Nominated Sub-Contracts and Direct Works packages for both zones within the Main Contract Works. This involved scope interfacing, site operations coordination, statutory compliance checks and clearances, as well as management of the full contracts administration process with various consultants/specialist teams and contractors.

Meticulous Program Management was critical in the successful completion of RWS’s multiple hotels and hospitality components.
Our Program Management services involved providing extensive knowledge and experience in developing, opening and operating leisure destinations and resorts for the purpose of strategically planning and guiding the Project through a successful launch.

Upon completion of the Central Zone of RWS, we progressed onto the implementation of the West Zone. The major marine life attractions and exhibits involved intense design, technical coordination, and site management, which included on and off-site logistics and planning, progress supervision and construction support to supplement the Main Contractor. These works on the remaining West Zone components proved to be challenging within a partially operating Integrated Resort.

A common resolution focus & approach

We needed a thorough understanding of the construction processes to identify and prevent potential risks that may compromise the client’s objectives. To do so, we undertook advanced planning of engagements with agencies to manage the potential risks that could arise under various project circumstances and completion states. This is to ensure that the series of TOP approval milestones were not derailed.

We also adopted diverse and innovative techniques to propel the project forward within the accelerated timeline. Critical Path Analysis, continuous Risk Assessment Checks and Mitigations, and various forms of Program Evaluation & Review Techniques were employed throughout the various stages of the project to ascertain that all required works were completed effectively and efficiently within the structured contractual context.

As the first IR in Singapore that possesses a series of extreme ride attractions, Adventure Cove Waterpark played a vital role and made a significant contribution to the refinement of today’s Authorities codes and standards of definition, submission/approval and licencing processes for future developments in Singapore.
